Who keeps the records

Property taxes and the Save Our Homes reset

Florida taxes are figured in mills (dollars per $1,000 of taxable value) set by the county, the school board, any city and special districts. A homesteaded owner's assessed value can rise at most 3% a year (Save Our Homes), so a long-time owner often pays far less than a new buyer will. The cap ends at the sale: on January 1 after you buy, the home is reassessed at its full just value. Every HouseDirt report shows the seller's capped value and estimates your own bill.

Every parcel in Hillsborough County pays the county-wide levies (county, school board and countywide districts), 12.58 mills in 2025; inside its 3 cities, the city adds up to 6.46 mills more (DOR Databook). Special districts can add more; the report estimates the total for the address.

Homestead takes $25,000 off all taxes and up to $25,000 more off non-school taxes; apply with the property appraiser by March 1 of the year after you buy. If you are moving from another Florida homestead, you may carry up to $500,000 of its Save Our Homes benefit (portability). Community development district (CDD) and other non-ad valorem assessments are billed on the same tax bill; the report lists them from DOR's assessment roll.

Flood risk and the seller's flood disclosure

Every report checks FEMA's flood map and counts the flood insurance claims FEMA paid in the census block group. Since October 1, 2025, Florida law (s. 689.302) requires the seller to give you a signed flood disclosure at or before the contract: whether the home flooded while they owned it, whether they filed a flood insurance claim, and whether they got FEMA or other flood aid. What the FEMA zones mean.

Wind code, roofs and insurance

Homes permitted under the Florida Building Code (2002 on) were built to statewide wind rules; older homes depend on what has been upgraded. Insurers price on roof age and on the features a wind mitigation inspection (form OIR-B1-1802) documents. Hillsborough County is outside the High-Velocity Hurricane Zone, which covers only Miami-Dade and Broward.

Sinkholes

Reports show the Florida Geological Survey's sinkhole type zone for the lot and any subsidence incidents reported nearby. A standard Florida policy covers only catastrophic ground cover collapse; wider sinkhole coverage is optional and priced separately.

Condos

Condo and co-op buildings of three or more stories need a milestone structural inspection by the end of the year they turn 30, then every 10 years, and a structural integrity reserve study. A resale buyer is entitled to the inspection summary and the latest reserve study; reports here check the building's age and the state's filing list.
